Elvin attended schools in the Denver Public School system graduating from East Denver High School He continued his studies at the University of Colorado in Boulder and obtained Bachelor of Science degree in education with a minor in business. A few years later he entered the University of Denver where he obtained a law degree, Juris Doctor (JD). He is married to Jeanne Caldwell, a registered nurse and has three (3) children: Tamara, Deborah and Terrence.

Elvin started his working career in 1964 at Mountain Bell/AT&T right after graduation from Colorado University and started in the marketing department. Most of his 20-year career was in marketing in both line sales positions and staff positions. He served as District Sales and District Staff Manager as well as spending several years in the operator services department where he first rose to district level as a District Manager- Operator Services

In 1984 Elvin took an early retirement from AT&T after the breakup of the Bell System and began a new career. He purchased the Kirk Mortuary, which was started by William and Ruby Kirk. He has continued to provide funeral services to families with sympathetic care and understanding.  As of this year the Caldwell-Kirk Mortuary has served the Denver community for over 70 years. In 2012, Elvin started Colorado Funeral Services, LLC. It is an offsite crematory to better serve his clients, as well as those of other mortuaries in the Denver area.

In February 2019, Elvin sold the Caldwell-Kirk Mortuary and Colorado Funeral Services to the Archdiocese of Denver Mortuary.

Two fraternal organizations that Elvin has joined and been a member for a number of years is the Alpha Phi Alpha fraternity where he was a member and President of the undergraduate Alpha Iota Chapter while attending the University of Colorado. He later became a member of the alumni chapter, Delta Psi Lambda and during his young adult life was very active and enjoyed hosting meetings at his home and participating on a regular basis.

The second has been his journey in Masonry where he first became a member of the Rocky Mountain Lodge No.1. in 1992. He later became president of his consistory class in 1998, the Horatio Overton Class and met the requirements for becoming a member of the Mountain and Plains Consistory, No. 33. In 2002, he was nominated to become a 33rd degree mason and fulfilled that mission in Seattle, Washington where as a member of the Davis Russell Class of 2003 he met the requirements to become a 33rd degree mason. The next year in Salt Lake City, Utah he joined the Colorado Commanders of the Rite where remains a member today. He currently serves as Vice President of the Denver Commanders of the Rite. Elvin is an avid spectator of the Denver Broncos, the Denver Nuggets and the Colorado Rockies sports teams. He shares season ticket to Rockies games with three other friends.

He enjoys skiing and tennis and especially trips to the mountains.

Elvin has always been especially proud of his late mother and father and their impact on his life. Several years ago he founded the Caldwell Family Foundation in memory of his mother, Frank Harriette Caldwell and his father, Elvin R. Caldwell, Sr. It is a 501© 3 nonprofit organization recognized by the Internal Revenue Service for charitable, educational, religious literary and scientific purposes. His wife Jeanne and son Terrence serve on the board.  He and Jeanne have presented scholarships to a number of high school seniors over the last three years at their church.

Elvin enjoys travel. In his younger adult life he loved trips with his children: Tamara, Deborah and Terrence. In more recent years he has traveled with his wife Jeanne. Their trips have included cruises to the Caribbean; the Mediterranean Sea with stops in Spain, France and Rome, Italy; and the Baltic Sea with stops in Germany, St. Petersburg, Russia. They have enjoyed a number of trips to Mexico, particularly, Cabos San Lucas. The highlight of his travel was in 2013 on a trip with his pastor the Rev. Dr. Timothy E. Tyler and fellow church members to South Africa to learn of Social Justice and the life of Nelson Mandela and work abolishing the Apartied system. He spent extra days to visit Zambia, Zimbabwe and Botswana to take land and water cruises to see and appreciate the wild life of Africa. A visit to Victoria Falls was spectacular, as was, Cape Town, South Africa.
